Prof. Chyung Ay Prof. Chyung Ay Selected as 7th NCYU President

  National Chiayi University was the result of the merger of Chiayi Junior Teachers College and National Chiayi Institute of Technology on February 1st, 2000. Under macroscopic planning by the current and former presidents, the university has become a paradigm university formed from the amalgamation of several colleges at home and continues to capitalize on its traditions while creating new niches. Considering the incumbent President Chiou Yi-Yuan will compulsorily retire on January 31st, 2018, an open selection of a new president has been conducted for approximately six months since mid-June this year. Based on voting results from the presidential selection committee coming out on Nov. 13th at 7:00 p.m., Mr. Chyung Ay, Distinguished Professor of the Department of Biomechatronic Engineering and Vice President for Academic Affairs, was elected as NCYU’s seventh president. The result will be reported to the Ministry of Education for agreement, and Prof. Ay is expected to assume the post next February.

  The NCYU presidential selection committee had begun openly recruiting presidential candidates from worldwide on both the media and website since July 5th. Official letters had been sent to colleges and universities nationwide, academic research institutes, different units of the university and the National Alumni Association for candidate proposals. After the presidential selection committee reviewed the candidate qualifications at the end of September, the candidates’ qualification documents were announced on the presidential selection webpage of the official website of NCYU. A public display of the candidates’ qualification documents took place at the Personnel Department during office hours from October 2nd to 13th. To further the faculty, staff members and students’ understanding of presidential candidates’ ideas on school management, a public meeting on presidential candidates’ school management ideas was carried out on October 16th, during which all the four candidates were invited to present their concepts and methods of school management in the future. Videos of the public meeting were immediately published on the website afterwards.

  On the afternoon of Nov. 13th, 19 attending members of NCYU presidential selection committee cast their anonymous vote to show their agreement or disagreement based on “Regulations Governing National Chiayi University Presidential Selection,” after the four presidential candidates introduced their ideas on school management and answered questions from the committee.

  According to the presidential selection committee, the candidate must receive favorable votes from more than half of the attending committee members to become a newly elected president. Prof. Ay, Distinguished Professor of the Department of Biomechatronic Engineering and Vice President for Academic Affairs, was selected to assume of the post of the next NCYU president since more than half of the attending committee members voted in favor of him. The result of employment will be reported to the Ministry of Education for agreement, and he is scheduled to assume the position in the February next year.

  Prof. Ay has been teaching at NCYU for 33 years since 1984, when he first served as lecturer at the then National Chiayi Institute of Agriculture. In 1988, he was on leave without pay to pursue a Ph.D. in Agricultural Engineering at University of Wisconsin-Madison, United States. He resumed his teaching career at NCYU after graduation in 1992, and has served as Head of the Agricultural Machinery Factory, Head of the Computer Center, Head of Library, Director of the Technological Cooperation Division, Dean of the College of Science and Engineering, Dean of Academic Affairs, Vice President, etc.

  Prof. Ay won ASAE Paper Award (1995) by the American Society of Agricultural Engineers, U.S.A., and Academic Paper Award (1997), Academic Achievement Award (2001) and Education Achievement Award (2007) by the Chinese Institute of Agricultural Machinery. He was also made Lifelong Distinguished Professor by NCYU in 2016, and placed first in the industry-academic performance evaluation, among many other major awards and academic honors.

  Over a long course of time, Prof. Ay is dedicated to scientific research projects of the Ministry of Science and Technology and Council of Agriculture. The academic science and technology project “diesel-electric hybrid transport vehicle for agricultural use” hosted by him has not only received many patents but obtained various technology transfer results. He has also served as a member of the Second Review Committee at National Science Council, the Technical Advisory Committee at the Ministry of Economic Affairs (MOEA), as well as the Science and Technology Advisory Committee and Project Review Committee at the Council of Agriculture. He has also acted as a question drafter and interviewer for civil service senior examination at the Examination Yuan and a patent examiner at the Bureau of Standards, Metrology and Inspection, MOEA. He was President of the Taiwan Institute of Biological Mechatronics, and facilitated international exchange by organizing the International Symposium on Machinery and Mechatronics for Agricultural and Biosystems Engineering, ISMAB jointly with related societies in Japan, Korea and other countries.

  Mr. Ay indicated in his ideas on school management that he will devote himself to building a vibrant, macroscopic and distinguished campus on the foundation laid by the former presidents. As the higher education system in Taiwan has been faced with threats and challenges such as declining birthrate, marginalization of the industry, and an urge to be competitive in the world, he will enact a wide spectrum of action plans to turn crisis into opportunities. He will also proactively promote “Three-5 Hope Project” to ensure a more solid sustainable development and usher a new century for the almost hundred-year old NCYU.
