President Handover Ceremony: Former President CHIOU Yi-Yuan (left), Minister of Education PAN Wen-chung (middle), and present President AY Chyung (right) Dr. Chyung Ay Newly Appointed as NCYU President: “A Hundred Years’ Glory: Unparalleled NCYU”

  Dr. Chyung Ay, Lifelong Distinguished Professor of the Department of Biomechatronic Engineering, is appointed as the seventh president of National Chiayi University. On Feb. 1st at 10:00 a.m., he was awarded an appointment letter by the Ministry of Education (MOE) at a joint installation ceremony for national university presidents. Later the same day, an installation ceremony for presidents and first-level supervisors took place at the International Conference Hall on the Lantan campus, NCYU. Hundreds of people, including former presidents, Chiayi City Mayor Twu Shiing-Jer, alumni, guests of honor from the sectors of government, academia, and industry, as well as the faculty, staff members and students, attended the ceremony, lining up to see off former President Chiou Yi-Yuan.

  The newly elected President Ay stated his ideas on school management: “to design curriculums with students in mind, integrate characteristics based on teachers’ fields of expertise, cultivate talents with holistic education, enhance competitiveness with a pragmatic approach, plan for the future based on time-tested niches, take proactive steps to enhance effectiveness, evaluate performance via objective control, seek innovative development from an industrial perspective, analyze ‘now’ from a ‘future’ point of view, and pursue breakthroughs from a global standpoint.” He will continue incorporating “Three-5 Hope Project” into the Higher Education Enhancement Program. His university development objectives include “integrating education with technological enhancement, innovating the industries with distinguished studies, and serving the Chianan Plain with knowledge.” He will also continue the effort to elicit enthusiasm and passion in the faculty, staff members and students, so as to fulfill the vision of making NCYU “the glory of Chiayi, apple of the eye of Taiwan, and a new-born star in the world,” thus bringing out “A Hundred Years’ Glory: Unparalleled NCYU.”

  President Ay is a longtime Chiayi resident who had studied in the region from elementary to senior high schools. After graduating from National Chung Hsing University Department of Agricultural Education, and National Taiwan University Graduate Institute of Agricultural Engineering, President Ay has been teaching at NCYU since 1984, when he first served as lecturer at the then National Chiayi Institute of Agriculture, now NCYU. In 1988, he was on leave without pay to pursue a Ph.D. in Agricultural Engineering at University of Wisconsin-Madison, United States. He resumed his teaching career at NCYU after graduation in 1992, and served as Head of the Agricultural Machinery Factory, Head of the Computer Center, Head of Library, Director of the Technological Cooperation Division, Dean of the College of Science and Engineering, Dean of Academic Affairs, Vice President, etc.

  President Ay won ASAE Paper Award (1995) by the American Society of Agricultural Engineers, U.S.A., and Academic Paper Award (1997), Academic Achievement Award (2001) and Education Achievement Award (2007) by the Chinese Institute of Agricultural Machinery. He was also made Lifelong Distinguished Professor by NCYU in 2016, and placed first in the industry-academic performance evaluation, among many other major awards and academic honors. Over a long course of time, President Ay is dedicated to scientific research projects of the Ministry of Science and Technology and Council of Agriculture. The academic science and technology project “diesel-electric hybrid transport vehicle for agricultural use” hosted by him has not only received many patents but obtained various technology transfer results. He has also served as a member of the Second Review Committee at National Science Council, the Technical Advisory Committee at the Ministry of Economic Affairs (MOEA), as well as the Science and Technology Advisory Committee and Project Review Committee at the Council of Agriculture. He has also acted as a question drafter and interviewer for civil service senior examination at the Examination Yuan and a patent examiner at the Bureau of Standards, Metrology and Inspection, MOEA. He was President of the Taiwan Institute of Biological Mechatronics, and facilitated international exchange by organizing the International Symposium on Machinery and Mechatronics for Agricultural and Biosystems Engineering, ISMAB jointly with related societies in Japan, Korea and other countries.

  In his inaugural speech, President Ay indicated that there is no shortcut to education, and it takes a hundred years to nurture a person. A sound education means a process of down-to-earth hard work which demands zeal, perseverance, constant effort and dedication from all sides.

  After taking over as President, President Ay said that he will take proactive actions to build consensus, and a remarkable campus atmosphere, and enhance general confidence. He also hoped to, with joint efforts, create a sound and orderly campus atmosphere, and academic atmosphere on campus. And with progressive efforts, he hoped to move NCYU from “excellence” to “eminence” (from A to A+).

  President Ay believed that only when the administrative and faculty members are fully authorized can decentralized management be strengthened. It is also imperative to spark enthusiasm in teachers so that they will recognize the importance of serving both as mentors and teachers, committing themselves to cultivating talents, and making scholarly achievements in academic fields. The ultimate goal is to encourage every member of the university to “constantly improve the quality and competitiveness of NCYU, and fully demonstrate the unique quality of the university with an innovative mentality”.

  The ceremony was followed by the installation ceremony for newly appointed first-level supervisors, which was hosted by President Ay. A total of 12 first-level supervisors were newly appointed for the second semester of the academic year 2017-2018, including Music Department Prof. Liu Rong-Yi as Vice President for Academic Affairs, Department of Horticulture Prof. Huang Guang-Liang as Vice President for Administration, Department of Applied Chemistry Prof. Gu Guo-Long as Dean of Academic Affairs, Department of Biomechatronic Engineering Prof. Hong Huang-You as Dean of General Affairs, Center of Enviromental Safety Chairman and Graduate Institute of Mathematics and Science Education Lifelong Distinguished Professor Yang Der-Ching as Chief of the Overseas Chinese and International Students Division, Department of Food Science Prof. Wu She-Ching as Secretary-General, Department of Guidance and Counseling Prof. Huang Tsai-Wei as Teacher Education Center Chairman, Department of Physical Education, Health and Recreation Prof. Chen Sing-Liang as Chairman of the Physical Education Office, Department of Applied History Prof. Li Min-Jen as Dean of College of Humanities and Arts, Prof. Lin Ming-Huang as Chairman of Department of Education, Associate Prof. Lin Bin-Hong as Department of Animal Science, Prof. Huang Wen-Lii as Chairman of Professional Bachelor Program of Farm Management.
