NCYU and TaiwanICDF signed the letter of intent on “College Youth Technical Assistance Service Program.” NCYU and TaiwanICDF Sign a Letter of Intent to Offer Overseas Technical Services
  On Apr. 15th, National Chiayi University President Chyung Ay and International Cooperation and Development Fund (TaiwanICDF) Secretary General Amb. Timothy T.Y. Hsiang signed a letter of intent on “College Youth Technical Assistance Service Program.” According to the letter of intent, both parties will work together in such respects as student recruitment, promotion, reviewing and training. In conjunction with the regulations regarding “applications for elective courses on off-campus internship offered by the school” stipulated by NCYU, both will also proactively encourage students with professional knowledge and skills to obtain internship credits. This allows the students to pursue dreams overseas, contribute what they have learned, expand their view of the world, and thus extend reserves of TaiwanICDF overseas technicians for the government.

  Despite adjustment to the military service policy, thanks to efforts of the Ministry of Foreign Affair (MOFA), the Ministry of the Interior has agreed that alternative civilian serviceman in diplomacy will continue to be dispatched to assist countries with diplomatic ties in agronomy, fisheries and husbandry, information, medical care and health and other forms of international cooperation since 2019. To extend the human resources of international affairs, and ensure a better understanding of the status quos of both our international cooperation development and technical service overseas, MOFA commissioned TaiwanICDF to organize “College Youth Technical Assistance Service Program.” By planning and offering internship courses through linking colleges and universities nationwide, they encourage current senior-year or graduate students at universities at home to provide technical service, and carry out academic-industrial cooperation and exchange at countries with diplomatic ties.

  This year, TaiwanICDF collaborates with four national educational institutes, including National Chiayi University, National Yang-Ming University, National Chengchi University, and PingTung University of Science & Technology on the program. There is a quota of five students on the part of NCYU, who will intern as part of the overseas technical service team based in Belize, Solomon Islands, Fiji, Saint Kitts or Saint Lucia. During the internship, they will be involved in projects related to improvement of sheep varieties, integrated pig farming, production and marketing of fruits and vegetables, and boosting of banana production.

  The senior and graduate students of NCYU may now apply for off-campus internship during the first semester of the academic year 2019-2020. All the applications will be reviewed based on professional qualities required to serve as part of the overseas technical service team. The lists of qualified applicants after reviewing are scheduled to be announced by the end of May. The qualified applicants will be allotted for internship as one of the overseas technical service teams. NCYU is a comprehensive university recognized by its history and scale in the Yunlin and Chiayi region. It is the result of the merger of Chiayi Junior Teachers College and National Chiayi Institute of Technology, the later known for its professional trainings in agriculture, mechanics, husbandry, veterinary medicine, etc. So far, it has cultivated numerous remarkable graduates who act as teachers or practitioners in the related fields. In earlier times, the distinguished alumni of NCYU had constituted the majority of the members of the overseas agricultural technical service teams, who had gone to great lengths to contribute to diplomacy efforts. With the youth technical assistance service program, the spirit and passion of the agricultural technical service team will live on.
