Honored guests cut ribbons for the remote control drone license testing and training ground at National Chiayi University during the unveiling ceremony. NCYU Establishes the First Fixed Remote Control Drone License Testing and Training Ground in the Yunlin-Chiayi-Tainan Region
  In response to the current demand for remote control drone license testing, National Chiayi University set up the first fixed remote control drone license testing and training ground built with concrete in the Yunlin-Chiayi-Tainan region. The drone license testing and training site was established on the riverbed on the west side of Chun-Huei Bridge, Chiayi City, thanks to joint effort from the Council of Agriculture (COA), Executive Yuan, and the Fifth River Management Office, Water Resources Agency, Ministry of Economic Affairs. On the morning of August 31st, an unveiling ceremony of “National Chiayi University Remote Control Drone License Testing And Training Ground” took place, joined by guests of honor including Legislator Wang Mei-Hui, Executive Yuan COA Vice Chairman Chen Junne-jih, Chiayi City Mayor Huang Ming-Hui, and Hsu Hsi-Hsin, Deputy Director of the Fifth River Management Office. The ceremony featured agricultural plant protection drone flying exercises, drone performance, introduction to drone license testing, etc. It is expected to be a new favorite choice of a professional licensing platform for the management of remote control drones.

  As Taiwan’s rural population is aging, to solve the long-time problem of labor shortages, spraying with plant protection drones as a farming method has become a new trend in rural areas. Since 2018, NCYU has been offering courses on such subjects as introduction to agricultural drones, drone control and application, and application of drone aerial photography technology to water environment. A training program on pesticide spraying commissioned by the Taiwan Agricultural Chemicals and Toxic Substances Research Institute (TACTRI) was arranged in 2019. With a focus on professional aerial spraying, the program offered training courses for common subjects and professional aerial spraying (with unmanned vehicles) subjects, with a view to preparing practitioners for the pesticide spraying certification by TACTRI. Last year, courses were organized on topics regarding basic knowledge and technical training related to agricultural drones for the Civil Aviation Administration (CAA). It aims to introduce students to the regulations of the Special Chapter for Drone of the Civil Aviation Act, prepare the graduates with professional knowledge and operation skills required to obtain the certificate from CAA. In the days to come, a variety of courses on post-processing of aerial photography and aerial image data analysis will be organized with the ultimate goal of cultivating drone professionals.

  NCYU President Chyung Ay indicated that the Intelligent Agriculture Research Center was founded in 2018 at NCYU. It is a one-stop platform for technical training and examination for pesticide spraying with plant protection drones. In the past, a temporary drone technical examination site needed to be constructed with canvas, which was both time- and money-consuming. He expressed gratitude to the Fifth River Management Office, Water Resources Agency, Ministry of Economic Affairs, who mandated the riverbed on the west side of Chun-Huei Bridge, Chiayi City, to NCYU. He also thanked the COA, Executive Yuan for funding the four-block test site for unmanned helicopters and multi-rotor aircraft of different levels. License testing commissioned by CAA will begin from this September.

  According to Chen Junne-jih, Vice Chairman of the COA, Executive Yuan, the drone industry is driven by technological progress and drones have been used in agriculture more widely than ever before with maturing applications in various aspects. To avoid impact of natural disasters on crops, the drone can be used as a first-stage protection mechanism to assist farmers in quick re-cultivation. When pests and diseases occur, the plant protection drone can be utilized for precise spraying in large areas, and reduction of the spread of pests and diseases. In the future, COA will faciliate system integration with CAA, extend the application period for farmers, and work towards the common goal of enhancing the development of the drone industry.

  Huang Ming-Hui, Mayor of Chiayi City, thanked COA and the Fifth River Management Office for offering their utmost assistance in promoting intelligent agriculture. NCYU plays an important role in agricultural development, which has become a critical issue nowadays. The NCYU’s remote control drone license test site unveiled today provides a space for training and license testing, and should be used in extensive, meaningful and valuable ways to protect the health and food safety of the public. Legislator Wang Mei-Hui, who attended the ceremony, remarked that the use of agricultural drones is a way to encourage young farmers to return home to work in agriculture, which helps reduce farm work, and contributes to the development of agricultural economy. She was grateful to the Fifth River Management Office for supporting the development and planning of recreational sport for the Chiayi citizens and the drone training field, targeted at young farmers.
